If a game on PSNow is capped to 30, it's 30. If it's capped at 60, it'll run at 60. Honestly, I find Bloodborne even on PS4 Pro looks pretty bad. With bad optimization and noticeable frame drops.

WebYou 100% can access the DLC through the PSNow version of the game and not owning the base version of the game. You obviously have to buy the DLC, but yes it works through PSNow.
